                 SENATE COMMITTEE ON INTERGOVERNMENTAL RELATIONS 
                    SUBCOMMITTEE ON CITY/COUNTY CONSOLIDATION 
                              Thursday, May 1, 1997

         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on  
         Intergovernmental Relations, Subcommittee on City/County  
         Consolidation was held on Thursday, May 1, 1997 in the Capitol  
         Extension, Room E1.028, at Austin, Texas.

         The Chair called the meeting to order at 2:10 pm.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         At 2:10 pm Senator Gallegos, Jr. assumed the chair.   
          
         The Chair recognized Senator Madla on a committee substitute  
         to SB 1434.  Senator Madla explained the substitute and moved  
         its adoption.  There being no objection, it was so ordered. 
          
         Senator Madla moved that SB 1434 do not pass but that the CSSB  
         1434 be reported back to the full committee with the  
         recommendation that it do pass.  The motion carried with a  
         vote of 2 ayes, 0 nays, 0 present not voting and 1 absent. 
          
         Senator Madla moved that SJR 40, laid out at the full  
         committee meeting, be reported favorably to the full  
         committee.  The motion carried with a vote of 2 ayes, 0 nays,  
         0 present not voting and 1 absent. 
          
         There being no further business, at 2:17 pm Senator Madla  
         moved that the Committee be adjourned. Without objection, it  
         was so ordered.
