         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on  
         Intergovernmental Relations was held on Wednesday, March 26,  
         1997 in the Capitol Extension, Room E1.028, at Austin, Texas.

         The Chair called the meeting to order at 3:10 pm.  The  
         following business was transacted:   
          
         Having stood at recess, the following members arrived after  
         the roll was called:  Senators Galloway, Cain, Carona,  
         Lindsay, Moncrief, Ogden, Shapiro, and Whitmire  
          
         The Chair laid out SB 872 and recognized the author, Senator  
         Madla, to explain the bill.  Senator Madla explained the bill. 
          
         Senator Madla sent up a committee substitute; the Chair  
         recognized Senator Madla to explain the difference between the  
         committee substitute and the bill as filed.   Senator Madla  
         explained the substitute. 
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         The Chair moved that SB 872 be left pending to await a quorum;  
         without objection it was so ordered.  Upon arrival of a  
         quorum, Senator Cain moved adoption of the committee  
         substitute, without objection, it was so ordered.  Senator  
  
         Cain moved that SB 872 do not pass but that CSSB 872 be  
         reported back to the Senate with the recommendation that it do  
         pass and be printed.  The motion carried with a vote of 11  
         ayes, 0 nays, 0 present not voting, and 0 absent.   
          
         The Chair laid out SB 269 and recognized the author, Senator  
         Barrientos, to explain the bill.  Senator Barrientos explained  
         the bill.

         The Chair moved that SB 269 be left pending to await a quorum;  
         without objection it was so ordered.  Upon arrival of a  
         quorum, Senator Cain. moved SB 269 be reported back to the

         Luna, to explain the bill.  Senator Luna explained the bill.

         Senator Gallegos, Jr. sent up Committee Amendment 1 and moved  
         adoption; without objection, the amendment was adopted.

         recommendation that it do pass and be printed.  There being no  
         objection, it was so moved.
