Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Economic
Development was held on Thursday, May 15, 1997 in the Lt.
Governor's Committee Room, at Austin, Texas.

The Chair called the meeting to order at 12:05 pm. There
being a quorum present, the following business was transacted.
The Chair laid out HB 1865 and recognized the Senate sponsor,
Senator Shapleigh, to explain the bill. Witnesses testifying
and registering on the bill are shown on the attached list.
Senator Shapleigh moved that HB 1865 be reported favorably to
the Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 7 ayes, 0 nays, 0
present not voting, and 4 absent.

sent up Committee Amendment 1 and moved adoption; without
objection, the amendment was adopted. Senator Duncan moved

the bill. Senator Lucio sent up Committee Amendment 1 and

Senator Lucio requested unanimous consent to incorporate the
amendment into a committee substitute; without objection, it
was so ordered. Senator Lucio then moved that the new
committee substitute be adopted; without objection, it was so
ordered. Senator Lucio moved that HB 1305 do not pass but
that CSHB 1305 be reported back to the Senate with the
recommendation that it do pass and be printed. The motion

The Chair laid out HB 3087 (the posting rule had been
suspended) and recognized the Senate sponsor, Senator Harris,

James Goerke, representing the Advisory Commission on State
Emergency Communications, registered on the bill but did not
testify. Senator Cain moved that HB 1324 do not pass but that
CSHB 1324 be reported back to the Senate with the
recommendation that it do pass and be printed. The motion

At 2:00 pm Senator Sibley resumed the chair. The Chair laid
out HB 1173, pending in Committee, and recognized the Senate
sponsor, Senator Ellis. Senator Ellis moved adoption of
Committee Amendment 1 sent up at a previous hearing; without
objection, the amendment was adopted. Senator Cain moved
adoption of Committee Amendment 2 also sent up at a previous
hearing; without objection, the amendment was adopted.
Senator Ellis moved that the amendments be incorporated into a
committee substitute; without objection, it was so ordered.
The Chair then moved that CSHB 1173 be left pending for a vote
on May 18, 1997; without objection, it was so ordered.
There being no further business, at 2:05 pm Senator Sibley
moved that the Committee stand recessed subject to the call of
