Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Economic
Development was held on Tuesday, April 22, 1997 in the Lt.
Governor's Committee Room, at Austin, Texas.

The Chair called the meeting to order at 9:10 am. There being
a quorum present, the following business was transacted.
The Chair laid out SB 836 and recognized the author, Senator
Duncan. Senator Duncan sent up a committee substitute and
explained the difference between the committee substitute and
the bill as filed. Witnesses testifying and registering on
the bill are shown on the attached list.
The Chair moved that SB 836 be left pending to await a quorum;
without objection it was so ordered. Upon arrival of a
quorum, Senator Haywood moved adoption of the committee
substitute; without objection, it was so ordered. Senator
Haywood then moved that SB 836 do not pass but that CSSB 836
be reported back to the Senate with the recommendation that it
do pass and be printed. The motion carried with a vote of 7
ayes, 1 nay, 1 present not voting, and 2 absent.
The Chair laid out SB 643 and recognized the author, Senator
Galloway. Senator Patterson sent up a committee substitute
and Senator Galloway explained the difference between the
committee substitute and the bill as filed. The resource
witness is shown on the attached list. The Chair moved that
SB 643 be left pending to await a quorum; without objection it
was so ordered. Upon arrival of a quorum, Senator Patterson
moved adoption of the committee substitute; without objection,
it was so ordered. Senator Patterson then moved that SB 643
do not pass but that CSSB 643 be reported back to the Senate
with the recommendation that it do pass and be printed. The
motion carried with a vote of 10 ayes, 0 nays, 0 present not
voting, and 1 absent.
The Chair laid out HB 1266 and recognized the Senate sponsor,
Senator Patterson, to explain the bill. Witnesses testifying
and registering on the bill are shown on the attached list.
At 9:40 am the Chair advised that consideration of HB 1266
would resume after adjournment of the Senate in order for the
Committee to hear a report on the status of Kaiser Permanente.
At 10:00 am the Chair moved that the Committee recess until
after adjournment of the Senate; without objection, it was so
ordered.
At 1:20 pm the Committee reconvened, the Chair laid out HB
1414 and recognized the Senate sponsor, Senator Ellis, to
explain the bill. Witnesses testifying and registering on the
bill are shown on the attached list. The Chair moved that HB
1414 be left pending to await a quorum; without objection it
was so ordered. Upon arrival of a quorum, Senator Cain moved
HB 1414 be reported back to the Senate with the recommendation
that it do pass and be printed. The motion carried with a
vote of 10 ayes, 0 nays, 0 present not voting, and 1 absent.
The Chair laid out HB 1720 and recognized the Senate sponsor,
Senator Carona, to explain the bill. Witnesses registering on
the bill are shown on the attached list. The Chair moved that
HB 1720 be left pending to await a quorum; without objection
it was so ordered. Upon arrival of a quorum, Senator
Patterson moved that HB 1720 be reported back to the Senate
with the recommendation that it do pass and be printed. The
motion carried with a vote of 10 ayes, 0 nays, 0 present not
voting, and 1 absent.
Senator Sibley moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
The Committee resumed consideration of HB 1266. The Chair
moved that HB 1266 be left pending to await a quorum; without
objection it was so ordered. Upon arrival of a quorum,
Senator Patterson moved that HB 1266 be reported back to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 10 ayes, 0 nays, 0 present
not voting, and 1 absent.
The Chair laid out SB 1663 and recognized the author, Senator
Shapiro, to explain the bill. The resource witness is shown
on the attached list. The Chair moved that SB 1663 be left
pending to await a quorum; without objection it was so
ordered. Upon arrival of a quorum, Senator Patterson moved SB
1663 be reported back to the Senate with the recommendation
that it do pass and be printed. The motion carried with a
vote of 10 ayes, 0 nays, 0 present not voting, and 1 absent.
The Chair laid out SB 1836 and recognized the author, Senator
Shapiro, to explain the bill.
At 2:35 pm Senator Cain assumed the chair. Witnesses
testifying and registering on the bill are shown on the
attached list. The Chair moved that SB 1836 be left pending
to await a quorum; without objection it was so ordered. Upon
arrival of a quorum, Senator Cain moved SB 1836 be reported
back to the Senate with the recommendation that it do pass and
be printed. The motion carried with a vote of 10 ayes, 0
nays, 0 present not voting, and 1 absent.
At 2:40 pm Senator Shapiro assumed the chair, laid out HB 160
and recognized Senator Cain, in the absence of the Senate
sponsor, Senator Madla, to explain the bill. Witnesses
registering on the bill are shown on the attached list. The
Chair moved that HB 160 be left pending to await a quorum;
without objection it was so ordered. Upon arrival of a
quorum, Senator Madla moved HB 160 be reported back to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 10 ayes, 0 nays, 0 present
not voting, and 1 absent.
Senator Madla moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
The Chair laid out SB 1129 and recognized Senator Cain, in the
absence of the author, Senator Madla. Senator Cain sent up a
committee substitute and explained the difference between the
committee substitute and the bill as filed. Senator Cain
moved that SB 1129 be left pending; without objection, it was
so ordered.
At 3:40 pm Senator Sibley resumed the chair. There being no
further business, at 3:55 pm Senator Sibley moved that the
Committee stand recessed subject to the call of the Chair.
Without objection, it was so ordered.
