         Pursuant to a notice posted in accordance with Senate Rule 
         11.11, a meeting of the Senate Committee on Economic 
         Development was held on Tuesday, February 4, 1997 in the Lt. 
         Governor's Committee Room, at Austin, Texas.

         The Chair called the meeting to order at 9:00 am.  There being 
         a quorum present, the following business was transacted.  
         
         The Chair laid out SB 215.  Senator Shapleigh sent up a 
         committee substitute and moved adoption; without objection, 
         the committee substitute was adopted.  The Chair recognized 
         the bill author, Senator Nixon to explain the difference 
         between the committee substitute and the bill as filed.  John 
         Jennings, representing Texas Workforce Commission, testified 
         as a resource on the bill.  Cloice Whitley, representing 
         Harlingen Waterworks, testified in favor of the bill; and Mike 
         Sheridan, representing Texas Workforce Commission, testified 
         as a resource on the bill.  Upon completion of the testimony, 
         Senator Sibley moved that SB 215 be left pending; without 
         objection, it was so ordered.
         
         The Chair laid out SB 216 and recognized the author, Senator 
         Nixon, to explain the bill.  
         
         John Jennings, representing Texas Workforce Commission, 
         testified as a resource on the bill.  Rhonda Bauman, 
         representing Texas Association of Business and Chambers of 
         Commerce, testified in favor of the bill; and Walter Hinojosa, 
 
         





         representing Texas AFL-CIO, testified in opposition to the 
         bill.  Upon completion of the testimony, Senator Sibley moved 
         that SB 216 be left pending; without objection, it was so 
         ordered.
         
         The Chair laid out SB 154 and recognized Senator Ellis, in the 
         absence of the author, to explain the bill.  Witnesses 
         testifying and registering on the bill are shown on the 
         attached list.  At 10:25 am Senator Cain assumed the chair.  
         Upon completion of testimony, the Chair moved that public 
         testimony be closed; without objection, it was so ordered. 
         Senator Ellis sent up Committee Amendment 1 and moved 
         adoption; without objection, the amendment was adopted.  
         Senator Shapleigh then sent up Committee Amendment 2 and moved 
         adoption; without objection, the amendment was adopted.  
         Senator Cain moved that SB 154 be left pending; without 
         objection, it was so ordered.
         
         There being no further business, at 10:45 am Senator Cain 
         moved that the Committee stand recessed subject to the call of 
         the Chair.  Without objection, it was so ordered.
