         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on  
         Administration was held on Thursday, April 24, 1997 in Admin.  
         Committee Ofc. E1.714, at Austin, Texas.

         The Chair called the meeting to order at 7:35 am.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:  
         Senators Truan, Brown, and Ratliff. 
          
         The Chair laid out HCR 148 and recognized the Senate sponsor,  
         Senator Eddie Lucio, Jr., to explain the bill.  Senator  
         Moncrief moved that HCR 148 be reported favorably to the full  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a vote of 6 ayes, 0 nays, 0 present  
         not voting, and 1 absent.  
           
         Senator Harris announced that Senator Gallegos was not ready  
         to present his bill and had requested that SB 984 be left  
         pending.  No action was taken on SB 984.  
          
         The Chair laid out HCR 11 and recognized the Senate sponsor,  
         Senator Brown, to explain the bill.  Senator Brown moved that  
         HCR 11 be reported favorably to the full Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a vote of 6 ayes, 0 nays, 0 present not voting,  
         and 1 absent.  Senator Moncrief moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar,  
         without objection, it was so ordered.   
          
         Senator Harris passed the Chair to Senator Truan.  The Chair  
         laid out SCR 53 and recognized the co-author, Senator Harris,  
  
         to explain the bill.  Senator Harris stated that if the  
         committee doesn't object he'd like to leave this bill pending  
         until further discussion with the Lt. Governor about his plans  
         for interim studies.  Bill left pending. 
          
         Senator Harris resumed the chair and asked if there were any  
         questions or discussion on any of the bills listed for  
         certification for the Local and Uncontested Calendar.  There  
         was discussion.  Senator Moncrief moved to certify all the  
         bills on the list with the exception of HB 1190 pulled by  
         author, SB 96 left pending, SB 1017 left pending, SB 1246, SB  
         1302 left pending, SB 1333 and SB 1334 left pending,  SB 1636,  
         SB 1696, SB 1782 and SB 1843 engrossed on 4/23/97.  Motion  
         passed 7 ayes, 0 nays. 
          
         Senator Harris recognized Senator Brown.  Senator Brown asked  
         about the possibility of  the car guards staying  later than  
         3:00 PM.  He's observed times when he or his staff have left  
         and come back after 3:00 pm and their parking spaces have been  
         taken.  He also felt that with most staff working longer hours  
         that the car guards needed to work longer hours to insure  
         security for the staff.  Additional information was requested  
         and this issue was left pending until the next meeting.     
          
         Senator Harris brought up the issue of subscriptions to the  
         Texas State Agencies Newsletter.  He asked the committee how  
         they felt about the cost of $300.00 per year for a  
         subscription.  There was discussion and additional information  
         requested.  The issue was left pending until the next meeting. 
          
         There being no further business, Senator Harris moved that the  
         Committee stand recessed subject to the call of the Chair.   
         Without objection, it was so ordered.
