         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on  
         Administration was held on Tuesday, April 22, 1997 in Admin.  
         Comte. Office E1.714, at Austin, Texas.

         The Chair called the meeting to order at 7:35 am.  There being  
         a quorum present, the following business was transacted.   
          
         Senator Harris asked if there were any questions or discussion  
         on any of the bills listed for certification for the Local and  
         Uncontested Calendar.  There was discussion.  Senator Moncrief  
         moved to certify all the bills on the list with the exception  
         of SB 483, SB 573, SB 999,  SB 1010 pulled by author, SB 1156,  
         SB 1184 pulled by author, SB 1234, SB 1249, SB 1257 left  
         pending, SB 1316 engrossed 4/18/97, SB 1460, SB 1486, SB 1500  
         pulled by author, SB 1639, SB 1689 pulled by author, SB 1752,  
         SB 1763 and SB 1764 pulled by author, SB 1809 engrossed  
         4/18/97 and SB 1811 left pending. 
          
         The Chair laid out HCR 148 and recognized Senator Moncrief, in  
         the absence of the Senate sponsor, to explain the bill.  There  
         was discussion.  There was not a quorum present so the bill  
         was left pending until the 4/24/97 meeting of the committee. 
          
         The next order of business was the agreement with AudioNet and  
         Apple Computer, Inc. to provide the State of Texas with the  
         broadcast of "live" Senate Chamber and Senate Committee  
         proceedings  over the Internet.  Katherine Staat, Director of  
         Senate Media, spoke to the issue.  The committee was pleased  
  
         that this service was going to be available to the State of  
         Texas. 
          
         Senator Harris spoke briefly about the requests by several  
         Senators for subscriptions to the Texas State Agencies  
         Newsletter.  This subscription costs $300.00 a year/$25.00 an  
         issue.  There was  discussion.  Senator Harris asked to put  
         this back on the agenda for the 4/24/97 meeting. 
          
         There being no further business, Senator Harris moved that the  
         Committee stand recessed subject to the call of the Chair.   
         Without objection, it was so ordered.
