         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on  
         Administration was held on Tuesday, April 1, 1997 in Admin.  
         Comte. Room E1.714, at Austin, Texas.

         The Chair called the meeting to order at 7:50 am.  There being  
         a quorum present, the following business was transacted.   
          
         The Chair recognized Rick Crawford, State Preservation Board,  
         to report on the proposed parking plan for the general public  
         and state employees.  The proposed plan is being worked on by  
         the State Preservation Board, General Services and the  
         Department of Public Safety.  There was discussion and the  
         committee asked Mr. Crawford to get more accurate figures  
         together on the proposed parking budget and report back to the  
         committee.   
          
         The Chair laid out SB 819 and recognized the author, Senator  
         John Carona, to explain the bill.   
         Senator Sibley moved that SB 819 be reported favorably to the  
         full Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 6 ayes, 1 nay. 
          
         Senator Harris passed the gavel to Senator Truan.  The Chair  
         laid out SB 996 and recognized the author, Senator Harris, to  
         explain the bill.  Senator Harris moved that SB 996 be  
         reported favorably to the full Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         vote of 6 ayes, 0 nays, and 1 absent.  Senator Harris moved  
         that SB 996 be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
  
         Senator Harris resumed the chair.  The next order of business  
         was to consider and certify the bills recommended for the  
         Local and Uncontested Calendar.  Senator Harris asked if there  
         were any questions or discussion on any of  the bills listed.   
         There was discussion.  Senator Moncrief moved to certify all  
         the bills listed with the exception of SB 63, SB 191, SB 699,  
         SB 882, SB 947, SB 950, SB 973 and to leave SB 1134 pending.   
         The motion carried with a vote of 6 ayes, 0 nays, 1 absent. 
          
         The request by Senator Whitmire for a lump sum payment of  
         $9,912.19 to Diana Lolley was approved by the Committee, with  
         a vote of 6 ayes, 0 nays, 1 absent. 
          
         Senator Harris asked the Committee to think about the problem  
         of offices reserving seating in the Senate Gallery; letter  
         from Carleton Turner attached.  The committee would discuss  
         possible guidelines at the next meeting. 
          
         There being no further business, Senator Harris moved that the  
         Committee stand recessed subject to the call of the Chair.   
         Without objection, it was so ordered.
