         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on  
         Administration was held on Tuesday, March 18, 1997 in Admin.  
         Comte. Ofc. E1-714, at Austin, Texas.

         The Chair called the meeting to order at 7:50 am.  There being  
         a quorum present, the following business was transacted.   
          
         Senator Harris asked if there were any questions or discussion  
         on any of the bills listed for certification on the Local and  
         Uncontested Calendar.  There was discussion.  Senator Mike  
         Moncrief moved to certify all the bills on the list (attached)  
         with the exception of SB 452, SB 607, SB 670 and SB 672.  The  
         motion carried with a vote of 7 ayes, 0 nays. 
          
         Senator Armbrister presented the proposed budget for The  
         Senate Select Committee on Tax  Reform and Public School  
         Finance.  Senator Ratliff moved to approve the proposed budget  
         of $92,300.00.  The motion carried with a vote of 7 ayes, 0  
         nays. 
          
         A request from Robert Gomez, Director of Senate Publications  
         and Printing, to purchase a new Stahl B. 24 USA-444C Folding  
         Machine with a continuous feeder was discussed.  The purchase  
         of this new machine will save the Senate money by enabling  
         more of our bulk mail to qualify for the lowest  bulk rates  
         under the new U.S. Postal Service guidelines.  Senator  
         Moncrief moved to approve the purchase of the new machinery.   
         The motion carried with a vote of 7 ayes, 0 nays.  
          
         There being no further business, Senator Harris moved that the  
         Committee stand recessed subject to the call of the Chair.   
         Without objection, it was so ordered.
