         Pursuant to a notice posted on April 17, 1997, the House  
         Committee on Urban Affairs met in a public hearing and was  
         called to order by the Chair, Representative Fred Hill at 4:15  
         pm.

         be printed.  Representative Burnam seconded the motion. The
