         Pursuant to a notice posted on May 7, 1997, and an  
         announcement from the House floor on May 12, 1997, the House  
         Committee on State Affairs met in a public hearing and was  
         called to order by the Chair, Representative Steven Wolens at  
         8:55 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Wolens; Turner, Sylvester; Carter;  
                   Counts; Hilbert; Hunter; Longoria; McCall; Ramsay  
                   (9). 
          
         Absent:   Representatives Alvarado; Brimer; Craddick; Danburg;  
                   Jones, Delwin; Stiles (6). 
          
         A quorum was present. 
          
         (Representatives Brimer; Danburg; and Jones, Delwin now  
         present.)   
          
         The Chair laid out the Governor's electric deregulation plan,  
         in the form of a proposed committee substitute, and recognized  
         Pat Wood, Public Utility Commission Chairman, to explain the  
         measure.                                                                                                                
         Testimony was taken.   
          
         The proposed committee substitute was withdrawn without  
         objection.   
          
         The Chair and the members of the committee discussed plans for  
         future hearings to consider future drafts of the Governor's  
         electric deregulation plan.                                                                                                          
                 
         SB 1937 
          
         The chair laid out SB 1937 and recognized Representative  
         Carter to explain the measure.   
          
         Representative Carter moved that SB 1937 be reported favorably  
         to the full house with the recommendation that it do pass and  
         be printed.  The motion prevailed by the following vote:   
          
         Ayes:          Representatives Wolens; Turner, Sylvester;  
                        Brimer; Carter; Counts; Danburg; Hilbert;  
                        Hunter; Longoria; McCall; Ramsay (11). 
          
         Nays:          None (0). 
          
         Present not Voting:      None (0). 
          
         Absent:        Representatives Alvarado; Craddick; Jones,  
                        Delwin; Stiles (4). 
          
         SB 55 
          
         The chair laid out SB 55 as pending business and recognized  
         Representative Berlanga to explain the measure.   
          
         Representative Longoria offered a complete committee  
         substitute.   
          
         Representative Danburg offered an amendment to the measure.   
          
         Representative Brimer offered an amendment to the measure.   
          
         The bill, it amendments, and its substitute were left pending  
         without objection.  
          
         SB 645 
          
         The chair laid out SB 645 as pending business and recognized  
         Representative Ramsay to explain the measure.   
          
         Representative Ramsay offered three amendments to the measure  
         that were adopted without objection.   
          
         Representative Brimer moved that SB 645, as amended, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed.  The motion prevailed by the  
         following vote:

                        Brimer; Carter; Counts; Danburg; Hilbert;

         SB 897 
          
         The chair laid out SB 897 in lieu of HB 3475 that was  
         previously heard by the committee.   
          
         The chair recognized Representative Longoria to explain the  
         measure.   
  
         The bill was left pending without objection.  
          
         At 10:05 pm, on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
