            Pursuant to a suspension of the 5-day posting rule on March 
            12, 1997, the House Committee on State Affairs, 
            Subcommittee on County Law Enforcement Airfare met in a 
            public hearing and was called to order by the Acting Chair, 
            Representative Carter at 1:27 pm.
            
            The roll was answered as follows:  
            
            Present:  Representatives Carter; Ramsay (2).
            
            Absent:   Representative McCall (1).
            
            A quorum was present.
            
            HB 255
            
            The chair laid out HB 255.  
            
            The chair recognized Representative Denny to explain the 
            measure.  
            
            Representative Ramsay offered a complete committee 
            substitute that was laid out by the chair.  
            
            Testimony was taken.  
            
            The committee substitute was adopted without objection.
            
            The chair recognized Representative Denny to close on the 
            measure.  
            
            Representative Ramsay moved that HB 255, as substituted, be 
            reported favorably to the full committee with the 
            recommendation that it do pass.  The motion prevailed by 
            the following vote:  
            
            Ayes:     Representatives Carter; Ramsay (2).
            
            Nays:     None (0).
            
            Present not voting: None (0).
            
            Absent:   Representative McCall (1).
            
            At 1:30 pm, on the motion of the chair and without 
            objection, the meeting was adjourned subject to the call of
