(Representative Jones, Delwin was absent due to his attendance at the Licensing and Administrative Procedures Committee which was meeting at the same time.) The committee substitute that was offered by Representative Turner, Sylvester on February 24, 1997 and laid out by the chair on that date remained before the committee. (Representatives Carter and Hilbert now present.) The chair recognized Representative Turner, Sylvester to explain the measure. Representative Turner, Sylvester offered an amendment to the measure. The amendment was withdrawn without objection. The committee substitute was adopted without objection.
