         Pursuant to a notice posted on February 26, 1997, the House 
         Committee on Public Safety met in a public hearing and was 
         called to order by the Chair, Representative Keith Oakley at 
         4:00 pm.
         
         The roll was answered as follows:  
         
         Present:  Representatives Oakley; Driver; Carter; Keel, Terry; 
                   Keffer; Madden; McClendon; Olivo; Reyna, Elvira (9).
         
         Absent:   None (0).
         
         A quorum was present.
         
         HB 171
         
         The chair laid out HB 171.  
         
         The chair recognized Representative Driver to explain the 
         measure.  
         
         Testimony was taken.  
         
         The chair recognized Representative Driver to close on the 
         measure.  
         
         Representative Carter moved that HB 171 be reported favorably 
         to the full house with the recommendation that it do pass and 
         be printed.  The motion prevailed by the following vote:  
         
         Ayes:     Representatives Oakley; Driver; Carter; Keel, Terry; 
                   Keffer; Madden; McClendon; Olivo; Reyna, Elvira (9).
         
         Nays:     None (0).
         
         Present not Voting: None (0).
         
         Absent:   None (0).
         
         The chair moved that HB 171 be reported favorably to the full 
         house with the recommendation that it do pass and be printed 
         and be sent to the Committee on Local and Consent Calendars.  
         The motion prevailed without objection.
