         Pursuant to a notice posted on February 19, 1997, the House 
         Committee on Public Safety met in a public hearing and was 
         called to order by the Chair, Representative Keith Oakley at 
         4:10 pm.
         
         The roll was answered as follows:

                   Madden; Olivo; Reyna, Elvira (7).
         
         Absent:   Representatives Keffer; McClendon (2).
         
         A quorum was present.
         
         Representative Keffer now present.
         
         Representative McClendon now present.

         The chair laid out HB 1251.  
         
         The chair recognized Representative Yarbrough to explain the 
         measure.
         
         Testimony was taken.  
         
         The chair recognized Yarbrough to close on the measure.  
         
         The chair referred the bill to a subcommittee to be named later 
         by the chair.

         The chair laid out HB 797.  
         
         The chair recognized Representative Carter to explain the 
         measure.  
         
         The chair recognized Representative Naishtat to explain the 
         measure.
         
         Representative Carter offered an amendment to the measure.
         The amendment was adopted by the following record vote:
         
         Ayes:     Representatives Oakley; Driver; Carter; Keffer; 
                   McClendon; Olivo (6).
         
         Nays:     Representatives Keel, Terry; Reyna, Elvira (2).
