         Pursuant to a notice posted on December 18, 1997, the House  
         Committee on Public Health met in a public hearing and was  
         called to order by the Chair, Representative Hugo Berlanga at  
         9:20 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Berlanga; Coleman; Davila; Delisi;  
                   Glaze; Janek; Maxey; Uresti (8). 
          
         Absent:   Representative Hirschi (1). 
          
         A quorum was present. 
          
         The committee took testimony on the following interim charge:  
         (see attached witness list) 
          
              Monitor the implementation of H.B. 3 (Texas Healthy Kids  
              Corporation), and study the provisions of the federal  
              Balanced Budget Act that relate to children's health. 
          
         At 12:20 pm, on the motion of the chair and without objection,  
         the meeting was recessed until 1:30 pm. 
          
         The committee reconvened at 1:45 pm and was called to order by  
         the chair, Representative Berlanga.  The roll was answered as  
         follows:   
          
         Present:  Representatives Berlanga; Coleman; Davila; Delisi;  
                   Glaze; Maxey; Uresti (7). 
          
         Absent:   Representatives Hirschi; Janek (2). 
          
         A quorum was present. 
          
         The committee continued to take testimony on the same interim  
         charge. 
          
         The chair appointed the following subcommittees to review the  
         following interim charges: 
          
         1. Study the effects of cardiovascular disease in Texas and  
         assess the potential to reduce the health, social, and  
         economic impacts through affirmative action programs on  
         prevention care and treatment.

                   MEMBERS:  Garnet Coleman, Bob Glaze, Kyle Janek 
          
         2. Evaluate the educational and regulatory mechanisms  
  
         currently in place to protect consumers from food-borne  
         illnesses transmitted through the retail food distribution  
         system.

         3. Review the Indigent Health Care of 1985 for possible  
         updating.  (Joint charge with House Committee on County
