         Pursuant to a notice posted on October 16, 1997, the House  
         Committee on Public Health met in a joint public hearing with  
         the House Appropriations Committee, and was called to order by  
         the Acting Chair, Representative Hirschi at 1:05 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Hirschi; Coleman; Delisi; Glaze;  
                   Maxey; Uresti (6). 
          
         Absent:   Representatives Berlanga; Davila; Janek (3). 
          
         A quorum was present. 
          
         Representatives Davila and Janek now present. 
          
         The Committtees met to hear testimony on the following interim  
         charge to the House Committee on Public Health: 
          
              Monitor the implementation of H.B. 3 (Texas Healthy Kids  
              Corporation), and study the provisions of the federal  
              Balanced Budget Act that relate to children's health. 
          
         The following persons testified on the interim charge:

         Entities 
          
         At 3:55 pm, on the motion of the chair and without objection,  
         the Public Health Committee was recessed until 4:10 p.m. 
         The committee reconvened at 4:10 pm and was called to order by  
         the Acting Chair, Representative Hirschi.  The roll was  
         answered as follows:
