         Pursuant to a notice posted on February 14, 1997, the House 
         Committee on Natural Resources met in a public hearing and was 
         called to order by the Chair, Representative David Counts, at 
         3:05 pm.
         
         The roll was answered as follows:  
         
         Present:  Representatives Counts; Walker; Cook; King; Lewis, 
                   Ron; Puente (6).
         
         Absent:   Representatives Corte; Culberson; Moffat (3).
         
         A quorum was present.
         
         HB 338
         
         The chair laid out HB 338.  
         
         The chair recognized Representative Ramsay to explain the 
         measure.  
         
         Testimony was taken.  
         
         Representative Walker offered a complete committee substitute.  
         
         Representative Corte now present.
         
         The committee substitute was adopted without objection.
         
         Representative Walker moved that HB 338, as substituted, be 
         reported favorably to the full house with the recommendation 
         that it do pass and be printed.  
         
         The motion prevailed by the following vote:  
         
         Ayes:     Representatives Counts; Walker; Cook; Corte; King; 
                   Lewis, Ron; Puente (7).
         
         Nays:     None (0).
         
         Present not Voting: None (0).
         
         Absent:   Representatives Culberson; Moffat (2).
         
         Oversight of Edwards Aquifer Authority
         
         The committee considered oversight of the Edwards Aquifer 
         Authority.

         Drought Response Management
         
         The committee considered proposals for state drought response 
         management, drought contingency planning, and emergency 
         authority.
         
         Testimony was taken.  
         
         At 5:35 pm, on the motion of the chair and without objection,
