House Committee on Judicial Affairs

         Pursuant to a notice posted on March 13, 1997, the House 
         Committee on Judicial Affairs met in a public hearing and was 
         called to order by the Chair, Representative Senfronia 
         Thompson at 5:38 pm.
         
         The roll was answered as follows:  
         
         Present:  Representatives Thompson; Hartnett; Clark; Crabb; 
                   Garcia; Luna, Vilma; Shields; Solis; Zbranek (9).
         
         Absent:   None (0).
         
         A quorum was present.
         
         The chair recognized the Honorable Dan Morales, Attorney 
         General of Texas, representing himself, to testify on child 
         abduction and to introduce dignitaries from Mexico.
         
         The following were recognized to testify on child abduction: 
         (please note that the following were under the advice of the 
         Consul General of San Antonio not to fill out our witness 
         affirmations because they needed permission from Mexico and 
         they did not want to fall under the jurisdiction of the United 
         States)   
         Alicia L pez de la Torre, Federal Senator from the State of 
         Coahuila, Mexico, representing herself;
         Ma. de Lourdes Carrizales de Cortes, Presidenta, Fundacion 
         Ni os Robados de America (Foundation President for the 
         Foundation of Abducted Children of America) in Mexico City, 
         Mexico, representing herself and the Foundation; and,
         Sra. Reyna X chitl Gonz lez de Lopez, Fundacion 
         Pro-Localizacion de Ni os (Foundation to Locate Missing 
         Children) in Torreon, Coahuila, representing herself and the 
         Foundation;
         Melanie Headrick, Criminal Investigator w/the Santa Clara 
         County District Attorney's office in California, representing 
         herself, profession and the California Counties Committee on 
         Parental Kidnapping; (witness affirmation enclosed)

         Clearinghouse, representing herself and her occupation.
         
         The chair moved that the Committee stand at ease.  There being 
         no objection, the Committee stood at ease at 7:42 pm
