            Pursuant to a notice posted on March 5, 1997, the House 
            Committee on State, Federal & International Relations met 
            in a public hearing and was called to order by the Chair, 
            Representative Bob Hunter at 8:17 am.
            
            The roll was answered as follows:
            
            Present:  Representatives Hunter; Moreno; Chavez; Isett; 
                      Palmer; Pitts; Seaman; West, George "Buddy"; Wise 
                      (9).
            
            Absent:   None (0).
            
            A quorum was present.
            
            The Committee was given a briefing by the Texas Department 
            of Commerce.  Testimony was taken.
            
            At 9:37 am, on the motion of the chair and without 
            objection, the meeting was adjourned until 8:00 am Tuesday,
