         Pursuant to a notice posted on February 19, 1997, the House 
         Committee on State, Federal & International Relations met in a 
         public hearing and was called to order by the Chair, 
         Representative Bob Hunter at 8:12 am.
         
         The roll was answered as follows:  
         
         Present:  Representatives Hunter; Chavez; Isett; Palmer; Seaman 
                   (5).
         
         Absent:   Representatives Moreno; Pitts; West, George "Buddy"; 
                   Wise (4).
         
         A quorum was present.
         
         (Representative Wise now present.)  
         
         The Chairman asked that the Texas Commission on the Arts give 
         the Committee a briefing on their agency.  Testimony was taken.  
         
         At 9:15 am, on the motion of the chair and without objection, 
         the meeting was adjourned until 8:00 am on Tuesday, March 4,
