         Pursuant to a notice posted on August 13, 1998, the House  
         Committee on Higher Education met in a public hearing and was  
         called to order by the Chair, Representative Irma Rangel at  
         9:09 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Rangel; Solis; Cuellar; Rabuck;  
                   Uresti  (5). 
          
         Absent:   Representatives Bailey; Dunnam; Kamel; Reyna  (4). 
          
         A quorum was present. 
          
         (Representative Dunnam now present.) 
          
         The committee took testimony on the following interim charge:  
         (see attached witness list) 
          
              Determine the adequacy of the plans of institutions of  
         higher education and the Texas Higher Education Coordinating  
         Board to accommodate projected enrollment increases over the  
         next two decades.  Determine the adequacy and cost  
         effectiveness of the plans.  Examine the contributions  
         expected of nontraditional methods, such as reducing the  
         number of years to degree, distance learning and  
         multi-institutional learning arrangements.   
          
         At 2:45 pm, on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
