         Pursuant to a notice posted on May 8, 1997, the House  
         Committee on Higher Education met in a public hearing and was  
         called to order by the Chair, Representative Irma Rangel at  
         7:55 pm. 
          
         The roll was answered as follows:

                   Kamel; Reyna, Elvira (6). 
          
         Absent:   Representatives Bailey; Rabuck (2). 
          
         A quorum was present. 
          
         SB 576 
          
         The chair laid out SB 576 and recognized Representative  
         Gallego to explain the measure.   
          
         There being no further testimony, the chair recognized  
         Representative Gallego to close on the measure.   
          
         The bill was left pending without objection.  
          
         SCR 75 
          
         The chair laid out SCR 75 and recognized Representative Kamel  
         to explain the measure.   
          
         Representative Reyna, Elvira moved that SCR 75 be reported  
         favorably to the full house with the recommendation that it do  
         pass and be printed.  The motion prevailed by the following  
         vote:   
          
         Ayes:          Representatives Rangel; Solis; Cuellar; Dunnam;  
                        Kamel; Reyna, Elvira (6). 
          
         Nays:          None (0).

         The chair laid out SB 961 and recognized Representative

         Representative Rabuck moved that SB 961 be reported favorably  
         to the full house with the recommendation that it do pass and  
         be printed and be sent to the Committee on Local and Consent
