         Pursuant to a notice posted on March 13, 1997, the House 
         Committee on Higher Education met in a public hearing and was 
         called to order by the Chair, Representative Irma Rangel at 
         4:14 pm.
         
         The roll was answered as follows:  
         
         Present:  Representatives Rangel; Solis; Bailey; Cuellar; 
                   Dunnam; Kamel; Rabuck; Reyna, Elvira (8).
         
         Absent:   Representative Rodriguez (1).
         
         A quorum was present.
         
         
         HB 858
         
         The chair laid out HB 858 and recognized Representative 
         Goolsby to explain the measure.  
         
         Representative Rangel offered a complete committee substitute.  
         
         Testimony was taken.  (See attached witness list.)  
         
         The committee substitute was withdrawn.
         
         The bill was left pending without objection. 
         
         
         HB 588 and HB 589
         
         (Representative Solis in chair.)  
         
         For purposes of testimony, the chair laid out HB 588 and HB 
         589 together and recognized Representative Rangel to explain 
         the measures.  
         
         Representative Rangel offered a complete committee substitute 
         for HB 588 and HB 589.  
         
         Testimony was taken on HB 588, HB 589 and respective 
         substitutes. (See attached witness list.) 
         
          The committee substitutes were withdrawn.
         The bills were left pending without objection.

         The chair laid out HB 597 and recognized Representative Maxey 
         to explain the measure.

         The chair recognized Representative Maxey to close on the 
         measure.  
         
         The bill was left pending without objection. 
         
         
         HB 2146
         
         The chair laid out HB 2146 and recognized Representative Maxey 
         to explain the measure.  
         
         Testimony was taken.   (See attached witness list.)
         
         The chair recognized Representative Maxey  to close on the 
         measure.  
         
         Representative Bailey moved that HB 2146 be reported favorably 
         to the full house with the recommendation that it do pass and 
         be printed.  The motion prevailed by the following vote:  
         
         Ayes:          Representatives Rangel; Bailey; Dunnam; Kamel; 
                        Rabuck; Reyna, Elvira (6).
         
         Nays:          None (0).
         
         Present not Voting:      None (0).
         
         Absent:        Representatives Solis; Cuellar; Rodriguez (3).
         
         (Representative Solis requested that the minutes reflect that 
         had he been present he would have voted aye for HB 2146.) 
         
         SB 150
         
         The chair laid out SB 150 and recognized Representative Maxey 
         to explain the measure.  
         
         There being no further testimony, the chair recognized 
         Representative Maxey to close on the measure.  
         
         Representative Solis moved that SB 150 be reported favorably 
         to the full house with the recommendation that it do pass and 
         be printed and be sent to the Committee on Local and Consent 
         Calendars.  The motion prevailed by the following vote:  
         
         Ayes:          Representatives Rangel; Solis; Bailey; Dunnam; 
                        Kamel; Rabuck; Reyna, Elvira (7).

         At 7:05 pm, on the motion of the chair and without objection,
