            Pursuant to a notice posted on March 6, 1997, the House 
            Committee on Higher Education met in a public hearing and 
            was called to order by the Chair, Representative Irma 
            Rangel at 4:07 pm.
            
            The roll was answered as follows:

                      Dunnam; Kamel; Rabuck (7).
            
            Absent:   Representatives Reyna, Elvira; Rodriguez (2).

            The chair laid out SB 128 and recognized Representative 
            Hirschi to explain the measure.  
            
            There being no further testimony, the chair recognized 
            Representative Hirschi to close on the measure.  
            
            Representative Cuellar moved that SB 128 be reported 
            favorably to the full house with the recommendation that it 
            do pass and be printed and be sent to the Committee on 
            Local and Consent Calendars.  The motion prevailed by the 
            following vote:
