         Pursuant to a notice posted on February 27, 1997, the House 
         Committee on Higher Education met in a public hearing and was 
         called to order by the Chair, Representative Irma Rangel at 
         4:02 pm.
         
         The roll was answered as follows:  
         
         Present:  Representatives Rangel; Solis; Dunnam; Kamel; 
                   Rabuck; Reyna, Elvira (6).
         
         Absent:   Representatives Bailey; Cuellar; Rodriguez (3).
         
         A quorum was present.

         The chair laid out HB 1140 and recognized Representative 
         Walker to explain the measure.

         The chair recognized Representative Walker  to close on the 
         measure.

         The chair laid out HB 158 and recognized Representative Driver 
         to explain the measure.

         HCR 24
         
         The chair laid out HCR 24 and recognized Representative Serna 
         to explain the measure.

         The chair recognized Representative Serna to close on the 
         measure.  
         
         Representative Dunnam moved that HCR 24 be reported favorably 
         to the full house with the recommendation that it do pass and 
         be printed.  The motion prevailed by the following vote:  
         
         Ayes:     Representatives Rangel; Solis; Bailey; Cuellar; 
                   Dunnam; Kamel; Rabuck; Reyna, Elvira (8).
         
         Nays:     None (0).
         
         Present not Voting: None (0).
         
         Absent:   Representative Rodriguez (1).
         
         HB 402
         
         The chair laid out HB 402 and recognized Representative Maxey 
         to explain the measure.  
         
         Representative Dunnam offered a complete committee substitute.
