         Pursuant to a notice posted on February 13, 1997, the House 
         Committee on Higher Education met in a public hearing and was 
         called to order by the Chair, Representative Irma Rangel at 4:06 
         pm.
         
         The roll was answered as follows:  
         
         Present:  Representatives Rangel; Bailey; Dunnam; Kamel; Reyna, 
                   Elvira (5).
         
         Absent:   Representatives Solis; Cuellar; Rabuck; Rodriguez (4).
         
         A quorum was present.

         HB 767
         
         The chair laid out HB 767 and recognized Representative Junell 
         to explain the measure.  
         
         Testimony was taken.  (See attached witness list.)
         
         The chair recognized Representative Cuellar to close on the 
         measure.  
         
         Representative Cuellar moved that HB 767 be reported favorably 
         to the full house with the recommendation that it do pass and be 
         printed.  The motion prevailed by the following vote:  
         
         Ayes:     Representatives Rangel; Bailey; Cuellar; Dunnam; 
                   Kamel; Reyna, Elvira (6).
         
         Nays:     None (0).
         
         Present not Voting: None (0).

         The chair laid out HB 269 and recognized Representative Raymond 
         to explain the measure.

         At the request of Representative Raymond, the chair referred the 
         bill to a subcommittee to be named later by the chair.

         The chair laid out HB 221 and recognized Representative Hirschi 
         to explain the measure.  
         
         There being no further testimony, the chair recognized 
         Representative Hirschi to close on the measure.  
         
         Representative Bailey moved that HB 221 be reported favorably to 
         the full house with the recommendation that it do pass and be 
         printed and be sent to the Committee on Local and Consent 
         Calendars.  The motion prevailed by the following vote:

                   Elvira (5).

         The chair laid out HB 634 and recognized Representative Pitts to 
         explain the measure.

         At the request of Representative Kamel, a letter received by 
         Representative Pitts from Mr. John Sharp, Texas Comptroller of 
         Public Accounts was placed into the record without objection.

         Representative Kamel moved that HB 634 be reported favorably to 
         the full house with the recommendation that it do pass and be 
         printed.  The motion prevailed by the following vote:
