         Pursuant to a notice posted on February 6, 1997, the House 
         Committee on Higher Education met in a public hearing and was 
         called to order by the Chair, Representative Irma Rangel at 4:10 
         pm.
         
         The roll was answered as follows:  
         
         Present:  Representatives Rangel; Solis; Bailey; Cuellar; 
                   Dunnam; Kamel; Rabuck; Reyna, Elvira (8).
         
         Absent:   Representative Rodriguez (1).
         
         A quorum was present.
         
         SB 109
         
         The chair laid out SB 109 in lieu of HB 211.  
         
         The chair recognized Representative Chisum to explain the 
         measure.
         
         Representative Kamel moved that SB 109 be reported favorably to 
         the full house with the recommendation that it do pass and be 
         printed and be sent to the Committee on Local and Consent 
         Calendars.  The motion prevailed by the following vote:  
         
         Ayes:     Representatives Rangel; Solis; Bailey; Cuellar; 
                   Dunnam; Kamel; Rabuck; Reyna, Elvira (8).
         
         Nays:     None (0).
         
         Present not Voting: None (0).
         
         Absent:   Representative Rodriguez (1).

         The chair laid out HB 401.  
         
         The chair recognized Representative Maxey to explain the 
         measure.  
         Testimony was taken.  (See attached witness list.)
         
         The chair recognized Representative Maxey to close on the 
         measure.  
         The chair referred the bill to the Subcommittee on HB 401.
