         Pursuant to a notice posted on January 29, 1997, the House 
         Committee on Financial Institutions met in a public hearing and 
         was called to order by the Chair, Representative Kenny Marchant 
         at 2:07 pm.
         
         The roll was answered as follows:  
         
         Present:  Representatives Marchant; Gutierrez; Ehrhardt; 
                   Grusendorf; Patterson, L.P. "Pete"; Smith; Solomons 
                   (7).
         
         Absent:   Representatives Elkins; Giddings (2).
         
         A quorum was present.

         Testimony was taken.  
         
         At 3:31 pm, on the motion of the chair and without objection,
