         Pursuant to a notice posted on May 8, 1997, the House  
         Committee on Energy Resources met in a public hearing and was  
         called to order by the Chair, Representative Steve Holzheauser  
         at 8:04 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Holzheauser; Hawley; Davis; Merritt;  
                   Moffat (5). 
          
         Absent:   Representatives Driver; Smithee; Torres; Wilson (4). 
          
         A quorum was present. 
          
         SB 1911 and SB 1912 
          
         The chair laid out SB 1911 and SB 1912.   
          
         The chair recognized Rep. Oakley to explain the measures.   
          
         Testimony was taken.   
          
         Representative Hawley offered a complete committee substitute  
         to SB 1911.   
          
         The committee substitute was adopted without objection. 
          
         Representative Hawley offered a complete committee substitute  
         to SB 1912 
          
         The committee substitute was adopted without objection. 
          
         The chair recognized Rep. Oakley to explain the committee  
         substitutes. 
          
         Testimony was taken.   
          
         The chair recognized Rep. Oakley to close on the measures.   
          
         Representative Merritt moved that SB 1911, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars.  The motion prevailed by the  
         following vote:   
          
         Ayes:          Representatives Holzheauser; Hawley; Davis;  
                        Merritt; Moffat (5). 
          
         Nays:          None (0).

         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars.  The motion prevailed by the

         Representative Moffat moved that SB 1811 be reported favorably  
         to the full house with the recommendation that it do pass and  
         be printed and be sent to the Committee on Local and Consent
