         Pursuant to a notice posted on January 28, 1997, the House 
         Committee on Criminal Jurisprudence met in a public hearing and 
         was called to order by the Chair, Representative Allen Place at 
         8:07 am.
         
         The roll was answered as follows:  
         
         Present:  Representatives Place; Talton; Dunnam; Farrar; 
                   Galloway, Carolyn; Hinojosa; Keel, Terry; Reyna, 
                   Arthur (8).
         
         Absent:   Representative Nixon, Joe (1).
         
         A quorum was present.
         
         The House Committees on Appropriations, Corrections, and 
         Juvenile Justice and Family Issues were called to order and took 
         roll.
         
         Governor's Budget Proposal
         
         Testimony was taken.  See attached witness list.
         
         Representative Junell (House Appropriations) moved to stand at 
         ease for 5 minutes.
         
         The House Committee on Criminal Jurisprudence was reconvened.

         On the motion of the chair, and without objection, the meeting 
         was recessed until January 29, 1997 at 10:00 am or upon 
         adjournment.
         
         The Committee on Criminal Jurisprudence reconvened at 11:14 am 
         and was called to order
