         Pursuant to a notice posted on July 13, 1998, the House  
         Committee on Appropriations met in a public hearing and was  
         called to order by the Acting Chair, Representative Heflin, at  
         9:40 am. 
          
         The roll was answered as follows:

         A quorum was not present. 
          
         Representatives Davis, Delisi, Pitts, and West now present. 
          
         Linda Wertz of the Health & Human Services Commission offered  
         testimony on the Medicaid administrative structure. 
          
         Commissioner Reyn Archer of the Texas Department of Health and  
         Commissioner Don Gilbert of the Health and Human Services  
         Commission offered testimony on a Phase II proposal for the  
         Childeren's Health Insurance Program.  
          
         Public testimony was taken.  See witness list. 
          
         There being no further business, the Chair moved that the  
         committee stand adjourned.  There being no objection the  
         committee adjourned at 3:40 pm.
