         Pursuant to a notice posted on May 4, 1998, the House  
         Committee on Appropriations met in a joint public hearing with  
         the Senate Interim Committee on the Children's Health  
         Insurance Program and the House Committee on Public Health and  
         was called to order by the Acting Chair, Representative Dianne  
         Delisi, at 9:45 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Delisi; Coleman; Eiland; Glaze;  
                   Heflin; Hernandez (6). 
          
         Absent:   Representatives Junell; Averitt; Cuellar; Davis;  
                   Finnell; Gallego; Greenberg; Haggerty; Hinojosa;  
                   Hochberg; Kubiak; Moreno; Mowery; Pitts; Price;  
                   Raymond; Swinford; Tillery; Turner, Sylvester;  
                   Walker; West, George "Buddy" (21). 
          
         A quorum was not present. 
          
         The subject matter of the hearing was CHIP eligibility policy. 
          
         Testimony was taken from the Legislative Budget Board, the  
         Department of Insurance, and  the Texas Healthy Kids  
         Corporation. 
          
         The committee recessed at 12:15. 
          
         The committee reconvened at 1:30. 
          
         Testimony was taken from the State Medicaid Office, the  
         Department of Health, and the Health & Human Services  
         Commission.  Testimony was also taken from various  
         associations and consumer interest groups. 
          
         At 4:40 pm, upon a motion by Representative Heflin and without  
         objection, the meeting was adjourned.
