         Pursuant to a notice posted on January 12, 1998, the House  
         Committee on Appropriations, Subcommittee on Duplication of  
         Services met in a public hearing and was called to order by  
         the Chair, Representative Swinford at 9:40 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Coleman; Heflin; Mowery; Swinford;  
                   Walker; West, George "Buddy" (6). 
          
         Absent:   Representatives Hinojosa; Glaze; Turner, Sylvester  
                   (3). 
          
         A quorum was present. 
          
         Testimony taken, see attached witness list.   
          
         Testimony was taken from natural resource agencies on  
         cooperative efforts to streamline grant, loan and technical  
         services programs in attempts to establish cooperative  
         services. 
          
         TDHS and TDOA testified on the cooperation between the  
         agencies to gain parity in contracting for meal services. 
          
         At 11:50 am, on the motion of the chair and without objection,  
         the meeting was recessed until 1:00 pm. 
          
         The committee reconvened at 1:10 pm and was called to order by  
         Representative Swinford.  The roll was answered as follows:   
          
         Present:  Representatives Coleman; Mowery; Swinford; Walker;  
                   West, George "Buddy" (5). 
          
         Absent:   Representatives Glaze; Hinojosa; Turner, Sylvester;  
                   Heflin;(4). 
          
         A quorum was present. 
          
         (Representative Heflin now present.)   
          
         Upon reconvening the members heard testimony relating to dual  
         supervision of parolees. 
          
         GLO, RRC and TNRCC testified on each agency's responsibilities  
         for oil spill clean up. 
          
         At 3:35 pm, on the motion of the chair and without objection,  
  
         the meeting was adjourned subject to the call of the chair.
