         Pursuant to a suspension of the 5-day posting rule on January 
         29, 1997, the House Committee on Appropriations, Subcommittee on 
         Health and Human Services met in a public hearing and was called 
         to order by the Chair, Representative Glaze at 9:45 am.
         
         The roll was answered as follows:  
         
         Present:  Representatives Coleman; Eiland; Glaze; Mowery (4).
         
         Absent:   Representatives Haggerty (1).
         
         A quorum was present.
         
         Budget Overview on the Texas Commission on the Deaf and Hard of 
         Hearing

         On the motion of the chair and without objection, the meeting 
         was recessed until 11:00 or 15 minutes upon adjournment of the 
         House.
         
         The Subcommittee on Health and Human Services was called to 
         order and roll was taken at 11:15 a.m.

         Absent:   Representatives Coleman, Haggerty, Mowery (3).

         On the motion of the chair and without objection, the meeting 
         was recessed until 1:00 p.m..
         
         The Subcommittee on Health and Human Services was called to 
         order and roll was taken at 1:13 p.m.

         Testimony was taken on the Texas Department of Housing and 
         Community Affaires.  Agency was postponed until Monday, February 
         3, 1997.
         
         On the motion of the chair and without objection, the meeting
