                                A BILL TO BE ENTITLED

                                       AN ACT

 1-1     relating to the terms of office of the members of the Crime

 1-2     Stoppers Advisory Council.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  Subsections (b) and (c), Section 414.002,

 1-5     Government Code, are amended to read as follows:

 1-6           (b)  The council consists of [five] six members appointed by

 1-7     the governor with the advice and consent of the senate.  At least

 1-8     [three] four members must be persons who have participated in a

 1-9     local crime stoppers program.

1-10           (c)  [The term of office of a member is two years.]  Members

1-11     of the council serve staggered terms of four years with the terms

1-12     of one-half of the members expiring on February 1 of each

1-13     odd-numbered year.

1-14           SECTION 2.  Promptly after this act takes effect, the

1-15     governor shall appoint one additional member to the council and

1-16     adjust the terms of the current members.  In appointing the

1-17     additional member, the governor shall appoint one person to a term

1-18     expiring February 1, 2001.  In adjusting the terms of the current

1-19     members, the terms of three members shall expire on February 1,

1-20     1999; the terms of two members shall expire on February 1, 2001.

1-21           SECTION 3.  The importance of this legislation and the

 2-1     crowded condition of the calendars in both houses create an

 2-2     emergency and an imperative public necessity that the

 2-3     constitutional rule requiring bills to be read on three several

 2-4     days in each house be suspended, and this rule is hereby suspended.
