1-2 relating to the apportionment of the state into congressional

1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Sections 13 and 19, Chapter 7, Acts of the 72nd
1-6 Legislature, 2nd Called Session, 1991 (Article 197h, Vernon's Texas
1-7 Civil Statutes), are revised to read as follows:

6-2 SECTION 2. The districts revised by Section 1 of this Act
6-3 apply to the election of the members of the Texas congressional
6-4 delegation beginning with the primary and general elections in 1998
6-5 for members of the 106th Congress. Section 1 of this Act does not
6-6 affect the membership or districts of the Texas congressional
6-7 delegation to the 105th Congress.
6-8 SECTION 3. The importance of this legislation and the
6-9 crowded condition of the calendars in both houses create an
6-10 emergency and an imperative public necessity that the
6-11 constitutional rule requiring bills to be read on three several
6-12 days in each house be suspended, and this rule is hereby suspended,
6-13 and that this Act take effect and be in force from and after its
6-14 passage, and it is so enacted.
