    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, The Senate of the State of Texas is proud to
    1-3  pay tribute to one of its most esteemed members, the
    1-4  Honorable Bill Sims; and
    1-5        WHEREAS, Since joining the Senate family in 1983,
    1-6  Bill Sims has endeared himself to his colleagues and Senate
    1-7  employees alike; ever smiling and courteous, he has a kind word
    1-8  for all who cross his path; and
    1-9        WHEREAS, Senator Sims's background in agriculture and
   1-10  ranching have been invaluable to him in his role as chairman of
   1-11  the Natural Resources Committee; the decisions he makes daily
   1-12  affect the lives of millions of Texans; and
   1-13        WHEREAS, Executive Secretary of the Texas Sheep and Goat
   1-14  Raisers' and the Texas Wool and Mohair Warehouse associations,
   1-15  Bill Sims has been a welcome addition to the Energy Council,
   1-16  Edwards Aquifer Oversight Committee, High Plains Research
   1-17  Foundation, Conservative Coalition, Feed and Fertilizer Advisory
   1-18  Committee, Interstate Oil Compact Commission, Texas International
   1-19  Livestock Exposition, Texas Energy Coordination Council, Texas
   1-20  Committee on Energy Policy, and National Conference of State
   1-21  Legislatures Agriculture and International Trade Committee; and
   1-22        WHEREAS, Recognized with numerous awards and honors,
   1-23  including Legislator of the Year by the Society of Professional
    2-1  Engineers and the Legislative Leadership Award from the Texas
    2-2  Chamber of Commerce, Senator Sims is especially proud of the honors
    2-3  bestowed on him by his alma mater, the Gerald W. Thomas Award for
    2-4  Outstanding Agriculturist and the Distinguished Alumnus Award, from
    2-5  the Texas Tech College of Agricultural Sciences; and
    2-6        WHEREAS, During the past six months, we have all become
    2-7  aware of the true measure of the man we are proud to call a friend;
    2-8  and
    2-9        WHEREAS, In the face of a debilitating stroke, he never
   2-10  wavered in his determination to return to the Senate and address
   2-11  the needs of the citizens of Senatorial District 24 and the state;
   2-12  and
   2-13        WHEREAS, The courage and good humor he displayed on the
   2-14  long, grueling road to recovery demonstrate the spirit of a great
   2-15  Texan; and
   2-16        WHEREAS, A devoted family man, Bill Sims overcame his
   2-17  disabilities with the unwavering love, encouragement, and support
   2-18  of his wife, Sue; children, Sue Ann and Ross Setzler and Billy and
   2-19  Danell Sims; and his grandchildren, Abigail, Wills, Bailey, Giles,
   2-20  Meredith, and Jacob; and
   2-21        WHEREAS, With a heart as big as the district he
   2-22  represents, Bill Sims is to be lauded for his outstanding
   2-23  service to the State of Texas and for his fortitude in the face
   2-24  of adversity; now, therefore, be it
   2-25        RESOLVED, That the Senate of the State of Texas,
    3-1  74th Legislature, hereby applaud the Honorable Bill Sims and express
    3-2  sincere appreciation to him for his service among us during the
    3-3  74th Legislature; and, be it further
    3-4        RESOLVED, That a copy of this Resolution be prepared for
    3-5  him as an expression of the highest esteem, affection, and respect
    3-6  from the Texas Senate.
