    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, The Senate of the State of Texas takes great
    1-3  pride in recognizing Congressman Tom DeLay for his outstanding
    1-4  service to his country as a member of the United States
    1-5  House of Representatives; and
    1-6        WHEREAS, Recently elected by his colleagues to the
    1-7  leadership post of Majority Whip for the 104th Congress,
    1-8  Representative DeLay is a Texas native and a resident of
    1-9  Sugarland who represents the 22nd District of Texas and is
   1-10  its point man for federal participation in the district's
   1-11  transportation and mobility needs; and
   1-12        WHEREAS, Widely recognized on both the state and national
   1-13  levels for his exceptional leadership, Representative DeLay is
   1-14  a conservative who authored the regulatory reform provisions in
   1-15  the GOP's "Contract with America" and recently announced the
   1-16  formation of Project Relief, a coalition which will facilitate
   1-17  reform of the federal regulatory process; and
   1-18        WHEREAS, Representative DeLay is a man of talent and
   1-19  perseverance who has consistently fought excessive government
   1-20  spending; his efforts have earned him a coveted seat on the House
   1-21  Appropriations Committee which oversees funding for NASA and the
   1-22  space station; and
   1-23        WHEREAS, An astute businessman who is knowledgeable
    2-1  about the drawbacks of over-regulation, he has supported
    2-2  cost-efficient and cost-effective initiatives to help create
    2-3  jobs and has advocated regulatory reform as a means for increased
    2-4  United States competitiveness; and
    2-5        WHEREAS, Accolades for his voting record on saving
    2-6  taxpayer dollars and reducing federal spending include the
    2-7  Taxpayers' Friend award from the National Taxpayers Union, the
    2-8  Watchdog of the Treasury's Golden Bulldog Award, and 100 percent
    2-9  ratings from The New American and the Christian Voice
   2-10  magazines; he has also received praise for his pro-business
   2-11  stance from the United States Chamber of Commerce; and
   2-12        WHEREAS, An exemplary gentleman and a highly respected
   2-13  civic leader, Representative DeLay is on the advisory boards
   2-14  of the Fort Bend Regional Council on Alcoholism and Drug Abuse
   2-15  and the Fort Bend Crimestoppers; he is a member of the Oyster Creek
   2-16  Rotary Club and an advisory director of the Texas chapter of the
   2-17  American Heart Association; a well-known humanitarian, he has given
   2-18  generously of his time and energy to a wide array of charitable
   2-19  causes; now, therefore, be it
   2-20        RESOLVED, That the Senate of the State of Texas,
   2-21  74th Legislature, hereby commend Congressman Tom DeLay on
   2-22  his significant accomplishments as a Republican leader in the
   2-23  United States House of Representatives and as an outstanding
   2-24  Texas citizen and extend to him a warm welcome on his visit to
   2-25  the capital of Texas on April 19, 1995; and, be it further
    3-1        RESOLVED, That a copy of this Resolution be prepared for
    3-2  him as an expression of esteem from the Texas Senate.
