    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, It is a distinct honor and great pleasure for
    1-3  the Senate of the State of Texas to pay tribute to one of its
    1-4  illustrious members, Senator Frank L. Madla, Jr., on the
    1-5  auspicious occasion of his birthday which is being celebrated on
    1-6  January 23, 1995; and
    1-7        WHEREAS, The people of Texas and the citizens of the 19th
    1-8  Senatorial District are truly fortunate to have such an able and
    1-9  dedicated solon as their spokesman; and
   1-10        WHEREAS, The primary concerns he has had as a legislator are
   1-11  education, public health and the environment, mental health and
   1-12  mental retardation, and alcoholism and drug abuse; and
   1-13        WHEREAS, Throughout his career, Senator Madla has impressed
   1-14  his constituents with his devotion to their interests; and
   1-15        WHEREAS, Elected to the Texas House of Representatives in
   1-16  1972, he served with distinction from 1972 through 1993; he was
   1-17  elected to the Texas Senate in 1993, and he brought with him a
   1-18  great wealth of legislative experience; and
   1-19        WHEREAS, Frank Madla was an acknowledged leader in the house,
   1-20  serving on the Public Health Committee where he was Chairman of
   1-21  Budget and Oversight; on the Appropriations Committee, he was
   1-22  Chairman of the Subcommittee on Nursing Home Rates; and
   1-23        WHEREAS, During the 73rd Legislature, Senator Madla served
    2-1  on the Health and Human Services Committee, the Committee on
    2-2  Intergovernmental Relations, and the Economic Development
    2-3  Committee; and
    2-4        WHEREAS, Senator Madla has been honored frequently; he was
    2-5  named Legislator of the Year by the Texas Association for Retarded
    2-6  Citizens, the Texas Society for Autistic Citizens, the Texas Public
    2-7  Health Association, and the Texas Public Employees Association; and
    2-8        WHEREAS, He was named Crime Fighter of the Year by the Texas
    2-9  State Troopers Association, has received the Distinguished Service
   2-10  Award from the Texas Pharmaceutical Association, and has been
   2-11  honored by receiving the President's Award of the San Antonio
   2-12  Council on Alcoholism; and
   2-13        WHEREAS, Senator Madla's impressive credentials have earned
   2-14  him appointments to the Texas Summit on Teen Pregnancy Prevention,
   2-15  the Region XX Community Advisory Committee for the Texas Department
   2-16  of Human Resources, the Texas Statewide Health Coordinating Council,
   2-17  and the Southern Legislative Conference State Legislator's Network;
   2-18  and
   2-19        WHEREAS, An insurance broker, a real estate broker, and a
   2-20  part-time college instructor, Senator Madla is known for his wise
   2-21  counsel and good judgment in many areas; and
   2-22        WHEREAS, Sharing in the concerns and the accomplishments of
   2-23  this distinguished senator are his devoted and lovely wife, Helen,
   2-24  and their two children, Frank Madla III and Marci Morgan; now,
   2-25  therefore, be it
    3-1        RESOLVED, That the Senate of the State of Texas,
    3-2  74th Legislature, hereby extend happy birthday greetings with many
    3-3  happy returns to Senator Frank L. Madla, Jr.; and, be it further
    3-4        RESOLVED, That a copy of this Resolution be prepared for him
    3-5  as an expression of highest esteem and regard from the Texas Senate.
