H.R. No. 649 R E S O L U T I O N 1-1 WHEREAS, Harold V. Dutton, Sr., has been selected to receive 1-2 the Outstanding Texan award in the category of community service by 1-3 the Texas Legislative Black Caucus, and this special recognition is 1-4 indeed well deserved; and 1-5 WHEREAS, This prestigious honor is presented every two years 1-6 to a Texan who has made vast contributions to his community, and 1-7 Mr. Dutton's outstanding involvement in behalf of this worthy goal 1-8 not only meets this criterion but sets a high standard to which 1-9 others can aspire; and 1-10 WHEREAS, The fifth of six children in his family, Mr. Dutton 1-11 was born on September 9, 1914, in Patterson, Louisiana, where he 1-12 earned his diploma from Patterson High School; and 1-13 WHEREAS, He took as his bride the former Mildred Marie Earle 1-14 on March 28, 1941, and the couple have enjoyed a very happy and 1-15 rewarding marriage that has spanned 54 years and been blessed with 1-16 seven accomplished children, Rose Blount, Rita Mills, Harold V. 1-17 Dutton, Jr., Judy Smith, Virginia McLendon, Anna Taylor, and Cecil 1-18 Dutton; and 1-19 WHEREAS, A dedicated civic leader throughout more than three 1-20 decades of valuable service as an employee of the U.S. Postal 1-21 Service, Mr. Dutton retired from his profession in 1976 and has 1-22 used his increased leisure time to become more fully involved with 1-23 programs and projects of benefit to his community; and 1-24 WHEREAS, This admirable gentleman has had a profound impact 2-1 on the lives of many young Texans as a scoutmaster and as a 2-2 longtime volunteer at Bruce Elementary School, where he developed a 2-3 tutoring program, has devoted many hours to helping students learn 2-4 to read, and can always be counted on to help out wherever needed; 2-5 and 2-6 WHEREAS, Mr. Dutton also was a driving force in the 2-7 establishment and implementation of the Fifth Ward Multiservice 2-8 Center, distinguished himself as a commissioner to the Model Cities 2-9 Program, and has served as the judge of Precinct 160 in Harris 2-10 County for the past 14 years; and 2-11 WHEREAS, A man of strong religious faith as well, he has 2-12 modeled and shared his beliefs with the congregations of Mt. Ararat 2-13 Baptist Church and Mt. Sinai Baptist Church, having served as a 2-14 deacon for half a century and as a Sunday school superintendent for 2-15 42 years; and 2-16 WHEREAS, Harold V. Dutton, Sr., has touched the lives of 2-17 countless individuals throughout a lifetime of service to others 2-18 and, on the occasion of his most recent achievement, it is an 2-19 opportune time to honor him for his many worthy endeavors; now, 2-20 therefore, be it 2-21 RESOLVED, That the House of Representatives of the 74th Texas 2-22 Legislature hereby congratulate Harold V. Dutton, Sr., on his 2-23 receipt of the Outstanding Texan award in the category of public 2-24 service from the Texas Legislative Black Caucus and extend to him 2-25 warmest best wishes for continued success and fulfillment in the 2-26 years to come; and, be it further 2-27 RESOLVED, That an official copy of this resolution be 3-1 prepared for Mr. Dutton as an expression of high regard by the 3-2 Texas House of Representatives.
