H.R. No. 194 R E S O L U T I O N 1-1 WHEREAS, February 17, 1995, marks a landmark event in the 1-2 life of our esteemed colleague, the Honorable Harold V. Dutton, 1-3 Jr., for on that day he will celebrate his 50th birthday; and 1-4 WHEREAS, A native Texan, Mr. Dutton was born in Houston's 1-5 Fifth Ward and earned his education in the Lone Star State as well, 1-6 having graduated from Texas Southern University (TSU) and the 1-7 Thurgood Marshall School of Law; and 1-8 WHEREAS, Recognized by both institutions for his impressive 1-9 achievements, Mr. Dutton has been honored by the TSU School of 1-10 Business as a "Distinguished Alumnus" and earned induction into 1-11 "Who's Who in American Colleges and Universities" during his 1-12 association with the Thurgood Marshall School of Law; and 1-13 WHEREAS, Mr. Dutton became a member of the Texas House of 1-14 Representatives in 1984 and brought to the office a wealth of 1-15 valuable knowledge gained through his employment as the executive 1-16 director of the Julia C. Hester House and management positions held 1-17 with Conoco, Inc.; and 1-18 WHEREAS, In 1985, he became president of Four Star 1-19 Broadcasting, Inc., and part owner of an independent UHF television 1-20 station in the Houston area, experiences that led to future 1-21 employment as an independent investor and broadcasting consultant 1-22 before opening his own Houston law firm; and 1-23 WHEREAS, While a member of the house, Mr. Dutton has shared 1-24 his varied background to the benefit of his constituents in 2-1 District 142 through his past leadership as cochairman of the Joint 2-2 Select Committee on Historically Underutilized Businesses, as vice 2-3 chairman of the House Urban Affairs Committee and the House 2-4 Judiciary Committee, as the chairman for budget and oversight of 2-5 the House Energy Resources Committee, and as a member of the 2-6 Steering Committee for the House Research Organization; and 2-7 WHEREAS, The current vice chairman of the Harris County Black 2-8 Caucus, Mr. Dutton also shares his expertise on the calendars and 2-9 insurance committees this session and is a longstanding member of 2-10 the House Energy Resources Committee; and 2-11 WHEREAS, In addition, this fine gentleman is a member in good 2-12 standing of the Texas Bar Association, the Houston Bar Association, 2-13 and the Texas Trial Lawyers Association and was appointed by former 2-14 Texas Governor Ann Richards to service on the State Job Training 2-15 Coordinating Council and the Interstate Oil Compact Commission; and 2-16 WHEREAS, Mr. Dutton's outstanding contributions as a state 2-17 representative have earned him a number of well-deserved accolades 2-18 through the years, including recognition as Legislator of the Year 2-19 by the Forward Times, the Houston Police Officers Association, the 2-20 Harris County Deputy Sheriff's Association, and the Afro-American 2-21 Deputy Sheriff's Association; and 2-22 WHEREAS, With the opening of the 74th Legislative Session, 2-23 Representative Dutton began his sixth term as a member of this 2-24 chamber, and his colleagues would like to acknowledge him for his 2-25 exceptional service at this time; now, therefore, be it 2-26 RESOLVED, That the House of Representatives of the 74th Texas 2-27 Legislature hereby congratulate the Honorable Harold V. Dutton, 3-1 Jr., on the joyous occasion of his 50th birthday and extend to him 3-2 sincere best wishes for continued success and good fortune in the 3-3 years to come; and, be it further 3-4 RESOLVED, That an official copy of this resolution be 3-5 prepared for Mr. Dutton as an expression of high regard by his 3-6 colleagues in the Texas House of Representatives.
