1-1 AN ACT
1-2 relating to the composition of certain state representative
1-3 districts.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Sections 134 and 137, Article II, Chapter 2, Acts
1-6 of the 72nd Legislature, 3rd Called Session, 1992, are revised to
1-7 read as follows:
1-8 Sec. 134. District 134 is composed of Harris County tracts
1-9 0408, 0409, 0410, 0411, 0413.01, 0413.02, 0417.01, 0417.02,
1-10 0418.01, 0418.02, 0424.01, and 0425.01; and that part of Harris
1-11 County tract 0416.01 included in blocks 801, 807, 808, 809, 810,
1-12 811, 812, 813, and 814; and that part of Harris County tract
1-13 0416.02 included in block groups 4, 5, 6, and blocks 702, 703, and
1-14 704; and that part of Harris County tract 0416.05 included in
1-15 blocks 101A and 101B; and that part of Harris County tract 0423.01

4-1 123, 124, 125, 126, 127, 129, 130, 131, 202, 224, 228, and 229; and
4-2 that part of Harris County tract 0516.01 included in blocks 224,
4-3 410, 411, 412, 413, 414, and 415; and that part of Harris County
4-4 tract 0516.02 included in block group 7.
4-5 SECTION 2. Section 1, Article III, Chapter 2, Acts of the
4-6 72nd Legislature, 3rd Called Session, 1992, is amended by adding
4-7 Subsection (d) to read as follows:
4-8 (d) In this Act, "block group" means all the blocks in a
4-9 tract or BNA that have the same first digit, according to the
4-10 Redistricting Map Data Base for the State of Texas described by
4-11 Subsection (a) of this section. A block group is designated by the
4-12 common first digit of all the blocks in the block group. For
4-13 example, blocks numbered 301, 342A, 342B, and 399Z located in a
4-14 single tract would all belong to the block group 3 for that tract,
4-15 and all the blocks in that tract beginning with a 3 would
4-16 constitute block group 3.
4-17 SECTION 3. (a) The changes made by this Act apply to the
4-18 election of the members of the Texas House of Representatives
4-19 beginning with the general election in 1996 for members of the 75th
4-20 Legislature.
4-21 (b) The changes made by this Act do not affect the
4-22 membership or districts of the Texas House of Representatives of
4-23 the 74th Legislature. If a vacancy occurs in the office of a
4-24 member of the Texas House of Representatives of the 74th
4-25 Legislature and a special election is held to fill the vacancy, the
4-26 election shall be held in the district as it existed when the
4-27 vacating member was elected.
5-1 SECTION 4. The importance of this legislation and the
5-2 crowded condition of the calendars in both houses create an
5-3 emergency and an imperative public necessity that the
5-4 constitutional rule requiring bills to be read on three several
5-5 days in each house be suspended, and this rule is hereby suspended,
5-6 and that this Act take effect and be in force from and after its
5-7 passage, and it is so enacted.
