1-1 AN ACT
1-2 relating to the composition of certain state representative
1-3 districts.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Sections 110 and 111, Article II, Chapter 2, Acts
1-6 of the 72nd Legislature, 3rd Called Session, 1992, are revised to
1-7 read as follows:
1-8 Sec. 110. District 110 is composed of Dallas County tracts
1-9 0059.02, 0060.02, 0109, 0110.01, 0110.02, 0111.01, 0111.03,
1-10 0111.04, 0111.05, 0112, 0113, 0165.02, 0165.08, 0166.05, 0166.06,
1-11 and 0166.07; and that part of Dallas County tract 0056 included in

4-20 SECTION 2. Section 1, Article III, Chapter 2, Acts of the
4-21 72nd Legislature, 3rd Called Session, 1992, is amended by adding
4-22 Subsection (d) to read as follows:
4-23 (d) In this Act, "block group" means all the blocks in a
4-24 tract or BNA that have the same first digit, according to the
4-25 Redistricting Map Data Base for the State of Texas described by
4-26 Subsection (a) of this section. A block group is designated by the
4-27 common first digit of all the blocks in the block group. For
5-1 example, blocks numbered 301, 342A, 342B, and 399Z located in a
5-2 single tract would all belong to the block group 3 for that tract,
5-3 and all the blocks in that tract beginning with a 3 would
5-4 constitute block group 3.
5-5 SECTION 3. (a) The changes made by this Act apply to the
5-6 election of the members of the Texas House of Representatives
5-7 beginning with the general election in 1996 for members of the 75th
5-8 Legislature.
5-9 (b) The changes made by this Act do not affect the
5-10 membership or districts of the Texas House of Representatives of
5-11 the 74th Legislature. If a vacancy occurs in the office of a
5-12 member of the Texas House of Representatives of the 74th
5-13 Legislature and a special election is held to fill the vacancy, the
5-14 election shall be held in the district as it existed when the
5-15 vacating member was elected.
5-16 SECTION 4. The importance of this legislation and the
5-17 crowded condition of the calendars in both houses create an
5-18 emergency and an imperative public necessity that the
5-19 constitutional rule requiring bills to be read on three several
5-20 days in each house be suspended, and this rule is hereby suspended,
5-21 and that this Act take effect and be in force from and after its
5-22 passage, and it is so enacted.
