A BILL TO BE ENTITLED
1-1 AN ACT
1-2 relating to the composition of certain state representative
1-3 districts.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Sections 66 and 67, Article II, Chapter 2, Acts
1-6 of the 72nd Legislature, 3rd Called Session, 1992, are revised to
1-7 read as follows:
1-8 SECTION 66. District 66 is composed of Collin County tracts
1-9 0316.01, 0316.03, 0316.08, 0316.09, 0316.10, 0316.12, 0316.13,
1-10 0316.16, 0316.17, 0316.18, 0316.19, 0316.20, 0316.21, 0317.02, and
1-11 0317.98; and that part of Collin County tract 0316.15 included in
1-12 block groups 4, 5, 6, and blocks 104, 105, 106, 111, 112, 113, 115,
1-13 116, 317, 318, 319, and 320; and that part of Collin County tract
1-14 0318.02 included in block groups 1, 2, 3, and blocks 401, 402, 403,
1-15 404, 405, 406A, 406B, 407, 408, 409, 410, 412A, 412B, 414A, and

2-26 SECTION 2. Section 1, Article III, Chapter 2, Acts of the
2-27 72nd Legislature, 3rd Called Session, 1992, is amended by adding
3-1 Subsection (d) to read as follows:
3-2 (d) In this Act, "block group" means all the blocks in a
3-3 tract or BNA that have the same first digit, according to the
3-4 Redistricting Map Data Base for the State of Texas described by
3-5 Subsection (a) of this section. A block group is designated by the
3-6 common first digit of all the blocks in the block group. For
3-7 example, blocks numbered 301, 342A, 342B, and 399Z located in a
3-8 single tract would all belong to the block group 3 for that tract,
3-9 and all the blocks in that tract beginning with a 3 would
3-10 constitute block group 3.
3-11 SECTION 3. (a) The changes made by this Act apply to the
3-12 election of the members of the Texas House of Representatives
3-13 beginning with the general election in 1996 for members of the 75th
3-14 Legislature.
3-15 (b) The changes made by this Act do not affect the
3-16 membership or districts of the Texas House of Representatives of
3-17 the 74th Legislature. If a vacancy occurs in the office of a
3-18 member of the Texas House of Representatives of the 74th
3-19 Legislature and a special election is held to fill the vacancy, the
3-20 election shall be held in the district as it existed when the
3-21 vacating member was elected.
3-22 SECTION 4. The importance of this legislation and the
3-23 crowded condition of the calendars in both houses create an
3-24 emergency and an imperative public necessity that the
3-25 constitutional rule requiring bills to be read on three several
3-26 days in each house be suspended, and this rule is hereby suspended,
3-27 and that this Act take effect and be in force from and after its
4-1 passage, and it is so enacted.
