BACKGROUND

Due to redistricting during the 72nd, 3rd Called Legislative
Session in 1992 certain districts in Harris County were split.  The
voters of these districts are now in confusion about who their
representative is and many times the representatives are
duplicating constituent requests.  

PURPOSE

HB 2003 adjust the district lines between House Districts 75, 76,
83, 84, 117, and 124; which are located in Bexar, El Paso, and
Lubbock County.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly
grant any additional rulemaking authority to a state officer,
department, agency or institution.

SECTION BY SECTION ANALYSIS

Section 1:  Applies to House districts 75, 76, 83, 84, 117, and
124, Article II, Chapter 2, Acts of the 72nd Legislature, 3rd
Called Session, 1992.  Shifts appropriate census tracts to allow
adjustment if the District lines between State Representative
Districts 75, 76, 84, 84, 117, and 124.

Section 2:  The changes in this bill does not affect the members or
districts of the Texas House of Representatives of the 74th
Legislature. 

Section 3: Emergency clause.

COMPARISON OF ORIGINAL TO SUBSTITUTE

The committee substitute of House Bill 2003 replaces House Bill
2003 with changes to State Representative Districts 127, 128, 129,
and 144.  The Representatives of Districts 127, 128, 129, and 144
have agreed upon the revisions contained in HB 2003.

The committee substitute completely changes the original bill by
replacing the above sections with the following:

Section 1:  Applies to house districts 127, 128, 129, and 144,
Article II, Chapter 2, Acts of the 72nd Legislature, 3rd Called
Session, 1992.  Shifts appropriate census tracts to allow
adjustment if the District lines between State Representative
Districts 127, 128, 129, and 144.

Section 2:  Provides the definition of "block group".

Section 3:  The changes in this bill do not affect the members or
districts of the Texas House of Representatives of the 74th
Legislature. 

Section 4: Emergency clause.



SUMMARY OF COMMITTEE ACTION

In a formal meeting on May 3, 1995 at 12:20p.m., the Redistricting
Committee took up House Bill 2003.  The chair, Rep. Delwin Jones
laid out HB 2003 and asked if there was objection to take up CSHB
2003.  Hearing no objection, the chair laid out CSHB 2003.  Rep.
Seidlits moved to vote to report back favorably to the House CSHB
2003 as substituted and to send it to the General Calendar.

The following vote was taken:

AYE: D. Jones, Alvarado, Glaze, Grusendorf, Hamric, Marchant,
Saunders, Seidlits (8).

NAY: (0).

PRESENT NOT VOTING: (0).

ABSENT: Moreno, Giddings, Wilson (3).
