                                  R E S O L U T I O N
    1-1        WHEREAS, Robert C. Sneed, son of Jerome Sneed, Jr., and Nancy
    1-2  Carter Sneed, is celebrating his 70th birthday; and
    1-3        WHEREAS, Mr. Sneed interrupted a law career that started with
    1-4  enrollment in The University of Texas School of Law in 1942 to
    1-5  serve honorably as a bombardier in the United States Army Air Corps
    1-6  from 1943 to 1945; and
    1-7        WHEREAS, He married the former Anna Tutt of Dallas in 1947,
    1-8  the year he also was graduated from law school and licensed as an
    1-9  attorney by the State of Texas, and formally joined the Sneed
   1-10  family law firm, which has been actively benefiting the law and its
   1-11  clients since 1926; and
   1-12        WHEREAS, Mr. Sneed has been active in the legislative
   1-13  process, either as an errand boy, messenger, lawyer, lobbyist, or
   1-14  political adviser, since 1932, going so far as to sneak out of the
   1-15  legislative library instead of studying his school course work so
   1-16  he could watch committees of the Texas Legislature conduct their
   1-17  business; and
   1-18        WHEREAS, He has continued the family commitment to equality,
   1-19  courage, and honesty exemplified by his grandfather, Jerome
   1-20  R. Sneed, a member of the Texas House in the 30th and 31st
   1-21  Legislatures, who impressed upon his grandson the value of public
   1-22  service and fair play through his authorship of a law banning the
   1-23  wearing of masks during political functions and rallies, one of the
   1-24  first successful antiterrorist measures in the South; and
    2-1        WHEREAS, Mr. Sneed has continually represented one client,
    2-2  the Texas Association of Life Insurance Officials (TALIO), for 45
    2-3  years, and another, the Texas Land Title Association (TLTA), for 20
    2-4  years; and
    2-5        WHEREAS, He has always made himself available for public
    2-6  discussions large and small, from the authorship of complete
    2-7  chapters of the Insurance Code (Chapter 22) or revisions of its
    2-8  fundamental element (Chapter 9), to providing unparalleled
    2-9  expertise on the subject of land titles, thereby saving Texans'
   2-10  rights to the land whether those citizens are great or small, as he
   2-11  did in helping residents of Texas "colonias" with his astute
   2-12  analysis of the 1989 "colonias" bill; and
   2-13        WHEREAS, Mr. Sneed has earned a reputation for unquestioned
   2-14  honesty and integrity in all his dealings, to the extent that his
   2-15  word alone has been sufficient basis for accepting, amending, or
   2-16  rejecting legislative language or intent; and
   2-17        WHEREAS, He has been a positive influence on the political
   2-18  process through service as Travis County Democratic Party Chairman
   2-19  from 1966 to 1972, where he helped pioneer the application of
   2-20  diversification of Texas politics through the encouragement and
   2-21  inclusion of minorities long before it was acknowledged as fair,
   2-22  wise, or right to do so, and his service on the Texas School Land
   2-23  Board in 1965; and
   2-24        WHEREAS, Mr. Sneed also has been generous in his
   2-25  long-standing support and encouragement of Texas youth through his
   2-26  leadership and continued participation in the Travis County
   2-27  Livestock Exposition and Rodeo; and
    3-1        WHEREAS, It is appropriate that Robert C. Sneed be recognized
    3-2  and applauded on his positive influence on successive generations
    3-3  of attorneys, legislators, and lobbyists since 1947; now,
    3-4  therefore, be it
    3-5        RESOLVED, That the House of Representatives of the 73rd Texas
    3-6  Legislature join Robert C. Sneed's proud family--his wife, Anna,
    3-7  his children, Jerry, Helen, John, and Kaysie, and his
    3-8  grandchildren, Angel and Christi Polanski and Scott Sneed--in
    3-9  celebrating the life, the birthday, and the contributions of this
   3-10  Texas leader and legislative institution; and, be it further
   3-11        RESOLVED, That an official copy of this resolution be
   3-12  prepared for Mr. Sneed as an expression of esteem by the Texas
   3-13  House of Representatives.
