1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Sections 30, 31, 32, 33, 34, 43, and 44, Article
1-6 II, Chapter 2, Acts of the 72nd Legislature, 3rd Called Session,
1-7 1992, are revised to read as follows:
1-8 Sec. 30. District 30 is composed of Goliad, Jackson, Lavaca,
1-9 and Victoria counties.
1-10 Sec. 31. District 31 is composed of Bee, De Witt, Karnes,

5-18 Sec. 44. District 44 is composed of Atascosa, Duval, Jim
5-19 Wells, Live Oak, McMullen, and Wilson counties.
5-20 SECTION 2. Section 1, Article III, Chapter 2, Acts of the
5-21 72nd Legislature, 3rd Called Session, 1992, is amended by adding
5-22 Subsection (d) to read as follows:
5-23 (d) In this Act, "block group" means all the blocks in a
5-24 tract that have the same first digit, according to the
5-25 Redistricting Map Data Base for the State of Texas described by
5-26 Subsection (a) of this section. A block group is designated by the
5-27 common first digit of all the blocks in the block group. For
6-1 example, blocks numbered 301, 342A, 342B, and 399Z located in a
6-2 single tract would all belong to the block group 3 for that tract,
6-3 and all the blocks in that tract beginning with a 3 would
6-4 constitute block group 3.
6-5 SECTION 3. The importance of this legislation and the
6-6 crowded condition of the calendars in both houses create an
6-7 emergency and an imperative public necessity that the
6-8 constitutional rule requiring bills to be read on three several
6-9 days in each house be suspended, and this rule is hereby suspended,
6-10 and that this Act take effect and be in force from and after its
6-11 passage, and it is so enacted.
