No. 1599 73R4540 JSA-D A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to the composition of certain congressional districts. 1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-4 SECTION 1. (a) The districts of the members of the United 1-5 States House of Representatives elected from this state established 1-6 by Chapter 7, Acts of the 72nd Legislature, 2nd Called Session, 1-7 1991, are modified as follows: 1-8 (1) blocks 415, 516, 517, 518, 519, 520, 521, 709, 1-9 710, and 723 of Lubbock County tract 0024 are transferred from 1-10 District 19 to District 13; 1-11 (2) block 908A of Lubbock County tract 0002.01 is 1-12 transferred from District 19 to District 13; and 1-13 (3) block 357A of Lubbock County tract 0102 is 1-14 transferred from District 13 to District 19. 1-15 (b) In this section, "block" and "tract" have the meanings 1-16 assigned by Section 1, Article III, Chapter 7, Acts of the 72nd 1-17 Legislature, 2nd Called Session, 1991. 1-18 SECTION 2. The changes made to the congressional districts 1-19 by this Act take effect beginning with the election of the members 1-20 of the 104th Congress from this state in 1994. This Act does not 1-21 affect the membership or districts of the Texas congressional 1-22 delegation to the 103rd Congress. 1-23 SECTION 3. The importance of this legislation and the 1-24 crowded condition of the calendars in both houses create an 2-1 emergency and an imperative public necessity that the 2-2 constitutional rule requiring bills to be read on three several 2-3 days in each house be suspended, and this rule is hereby suspended, 2-4 and that this Act take effect and be in force from and after its 2-5 passage, and it is so enacted.
