                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the composition of certain congressional districts.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  (a)  The districts of the members of the United
    1-5  States House of Representatives elected from this state established
    1-6  by Chapter 7, Acts of the 72nd Legislature, 2nd Called Session,
    1-7  1991, are modified as follows:
    1-8              (1)  block 103 of Harris County tract 022302 is
    1-9  transferred from District 29 to District 18;
   1-10              (2)  block 304 of Dallas County tract 009606 is
   1-11  transferred from District 30 to District 3; and
   1-12              (3)  block 411 of Bexar County tract 1219 is
   1-13  transferred from District 21 to District 20.
   1-14        (b)  In this section, "block" and "tract" have the meanings
   1-15  assigned by Section 1, Article III, Chapter 7, Acts of the 72nd
   1-16  Legislature, 2nd Called Session, 1991.
   1-17        SECTION 2.  The changes made to the congressional districts
   1-18  by this Act take effect beginning with the election of the members
   1-19  of the 104th Congress from this state in 1994.  This Act does not
   1-20  affect the membership or districts of the Texas congressional
   1-21  delegation to the 103rd Congress.
   1-22        SECTION 3.  The importance of this legislation and the
   1-23  crowded condition of the calendars in both houses create an
   1-24  emergency and an imperative public necessity that the
    2-1  constitutional rule requiring bills to be read on three several
    2-2  days in each house be suspended, and this rule is hereby suspended,
    2-3  and that this Act take effect and be in force from and after its
    2-4  passage, and it is so enacted.
